Senator Raman, the bill’s proponent, said the threshold had not been updated in more than a decade and that the change would reduce administrative costs for municipalities by limiting needless advertising and procurement paperwork. Senator Gordon, the ranking member on the Planning and Development Committee, noted the amount aligns with an inflationary adjustment based on U.S. Bureau of Labor Statistics data and said municipalities retain discretion to require sealed bids at lower amounts.
Senator Martin opposed the bill, arguing higher thresholds reduce transparency and competitive bidding and could allow municipalities to steer contracts. Senator Sampson also spoke in opposition and said he would prefer a lower threshold. The Senate voted and the ayes prevailed; the legislation was adopted on the floor.
