Senate moves several technical, education and recognition bills to consent calendar
Summary
On April 9 the Connecticut Senate placed multiple bills on the consent calendar, including statutory technical fixes for children and higher education, workforce training for women in manufacturing, a National Women Veterans Recognition Day proclamation, business reporting relief, and authorizations for two degree-conferring institutions.
During the April 9 floor session the Senate placed a slate of largely technical, educational and ceremonial bills on the consent calendar for an expedited roll-call vote.
Bills moved to consent included:
- Senate Bill 1213: A set of legislative commissioner technical revisions to statutes relating to children (timing of council meetings, judicial-relief procedures, kin caregiver licensure, protective placement leadership and interstate placement provisions). Sponsor Senator Amar described the bill as mostly technical changes and asked that it be placed on the consent calendar.
- Senate Bill 1114: Technical corrections to higher education statutes (largely grammatical and punctuation edits), described by Senator Slapp as "about a dozen technical changes" and placed on the consent calendar.
- Senate Bill 1260: An act expanding manufacturing workforce training opportunities for women. Senator Slapp summarized three principal changes: require the Office of Workforce Strategy to prioritize women's inclusion in the career accelerator program; direct regional workforce boards to market youth manufacturing programs to female high school students; and require Connecticut State Community College to offer career and financial counseling to women applicants. A colleague highlighted the need for data collection to ensure advancement opportunities for women.
- Senate Bill 721: A proclamation designating June 12 as National Women Veterans Recognition Day in Connecticut, noted as the anniversary of the 1948 Women Armed Services Integration Act.
- Senate Bill 1455: Business-reporting relief to eliminate an expanded quarterly wage reporting requirement and revert to three data points consistent with U.S. Department of Labor reporting; the sponsor projected state savings in the first two years.
- Senate Bills 1412 and 1424: Authorizations for two institutions (Norwalk Conservatory of the Arts and the International Institute for Aeronautical Sciences) to confer degrees, following Office of Higher Education recommendations; the Norwalk conservatory was reported to have 83 enrolled students and 38 scheduled to graduate this semester.
Senators offered short explanations and there were no objections to placing these items on the consent calendar. The clerk later called for an immediate roll call vote on Consent Calendar 1; that roll call was ordered in the transcript but the transcript does not include the final consent-calendar tally.
