Economic development staff presented a Utah Rural Matching Grant request from Pinnacle Production & Manufacturing to fund a CMM precision machine that will help the company pursue military contracts through the state Apex program. Deb Herren described the business and the equipment; Commissioner Judd moved to approve a $10,000 matching grant and the commission approved the grant by voice vote.
On procurement, the commission adopted updates to Purchasing Card Policy 401 to create a three‑person committee (auditor, treasurer, and a commissioner) to review card approvals and revocations while preserving a department head’s emergency revocation authority. Staff said the policy includes a 3‑strike rule and added committee safeguards; the commission approved the revised policy by motion.
Facilities staff proposed installing three solar light poles at the Centennial Event Center to reduce recurring rentals of light plants for events. Moon Lake Electric offered installation in exchange for a sign; the commission approved the first phase (purchase and installation of poles, estimated at about $3,000) by motion.
The commission also ratified the May tax sale. Staff reported all parcels sold though two parcels have access concerns and remain unpaid — staff will reach out to bidders and may strike the parcels to the county if sales are not completed. Commissioners approved the tax‑sale ratification by motion.
Finance staff presented vouchers and two payroll runs (May 10 payroll, $591,020.55; payroll ending May 24, $874,650.40). Commissioners asked questions about a sheriff's vehicle invoice and then approved the vouchers and payroll by motion.
Several of these votes were passed by voice vote with 'aye' responses recorded. Staff will implement the administrative changes and follow up on unpaid tax‑sale parcels.
