Morrow County commissioners approve routine payments, airport contracts and funding moves; schedule road salt order

Morrow County commissioners approved a batch of routine items on April 23, including payments, appropriations and several project-related authorizations during a regular session.
The board voted to approve payment of bills and multiple appropriations, including certified monies for a jail construction grant fund and an appropriation of $4,840 for Fund 2009 (EMS administration) to purchase services. Commissioners also approved a standard professional-services agreement for airport consulting engineers (recorded as Crawford, Murphy, and Kelly Incorporated in the record) for approach development and an obstruction survey at Morrow County Airport, and authorized the chairman to sign U.S. Department of Transportation/Federal Aviation Administration forms necessary for an airport improvement project.
The board authorized the county engineer to participate in the state road-salt purchasing program for 2025–2026 and request 4,500 tons of salt. That procurement authorization was approved by roll call.
Andy, a county staff member, gave several facility and capital-project updates. He said the county is trying to stay within the $5,000,000 allocation for the jail project’s phases 2 and 3 and expects to review project scope with consultant DLZ before moving toward a contractor bid process. Andy also announced a public open house and dedication for the ‘tiny garage’ project on May 31 from 9 to 11 a.m., with an 11 a.m. ceremony; he noted Representative Greg McLean toured the facility and indicated interest in possible state support.
Other operational notes: staff reported an automated weather/phone system for the airport is functional, coroner office relocation planning is underway, and a recent obstruction-removal survey was completed to improve the airport’s approach conditions.
