Planning commission approves Grandview Estates major subdivision; final plat held pending health items

The Garrett County Planning Commission approved the Grandview Estates major subdivision at its April 2 meeting, but staff said the final plat will be held until outstanding health-department items are resolved.
Planning staff (Speaker 1) described the application as a major subdivision because the proposal includes two commercial lots, including a countertop business identified in the presentation as Majors Granite. The subdivision uses an existing private road (Zion School Road), which predates the county’s subdivision ordinance and therefore does not require road upgrades; staff noted the existing 12-foot width meets standards for this case.
The presentation said health department staff (Craig) had signed the plat but requested staff hold it until a few other items were completed. Speaker 1 told the commission that Craig "signed the plat, but he's asked me to hold it until they do some other things," and staff agreed to hold final release while the county ensures all conditions are met.
Speaker 5 moved to approve the subdivision; Speaker 2 seconded and the motion passed by voice vote. The commission approved the subdivision with the administrative caveat that staff will not release the plat until the health-department conditions are satisfied.
Next steps: staff will retain the plat pending health-department clearance and notify the applicant when release conditions are met.
