Price council to seek nearly $900,000 to finish reservoir EIS as federal grants tighten
Summary
Council members said the reservoir environmental-impact study (EIS) is short on funding and will ask the council to approve an increase of roughly $900,000; they previously approved a time extension and plan separate requests to avoid jeopardizing the time approval.

The Price City Council was told the reservoir environmental-impact study has run out of budget and staff will ask the council to add roughly $900,000 to complete the work.
"The funding for our reservoir project with the CEIS has, I think, we have $13,000 left in the budget," said Speaker 5, summarizing the shortfall and explaining the council already approved a time extension last meeting and will submit a separate money request so timing approvals are not jeopardized.
Council members and staff described pressure from federal programs, saying the Natural Resources Conservation Service (NRCS) has tightened requirements and previously planned flood-mitigation work was cut. "We had two flood mitigation projects. Meatwash got cut out," Speaker 5 said, noting staff are planning a bare-bones scope and legislative outreach to finish the EIS and secure funds.
Staff described coordinating with engineering consultants, including Horrocks and other firms, to pursue available funding streams and legislative support. Council members emphasized separating time and money requests so the study's schedule remains in place while funding is pursued.
No formal vote on the funding increase was recorded in the meeting transcript; staff said the money request will appear on the council agenda for a future meeting where formal action can be taken.
