City staff seek $3,137.85 amendment and transfer between work orders after bundled projects

Shane Remmert of CMT briefed the council on a cost-reconciliation request tied to multiple street projects and asked the council to place the transfer and a $3,137.85 amendment on the regular agenda.

Remmert explained the city’s master services agreement uses hourly billing and that scope changes during construction require fee adjustments. He said bundled bidding produced a favorable low bid that led to a third project being tracked alongside two others. "When all is said and done, we, we went over by 16,000 and change on the rebuild side, and we were short on the work order 3 local building or local roads, by about 13,000," Remmert said. Staff proposed transferring the unused balance from work order 3 to work order 7 and adding $3,137.85 to finish contractor pay estimates.

Councilors asked about timing and contractor performance. Staff said physical work (paving and striping) completed in July 2025 but administrative reconciliation and documentation continued afterward; the contractor’s intermittent winter crews and late billing contributed to added hours. Alderman Bateman said residents complained when driveways were left incomplete while crews returned sporadically; staff acknowledged those complaints and agreed to be more judicious when scheduling winter 'filler' work.

Remmert said CMT is absorbing some administrative costs and that the requested transfer is 'to make us whole' for field work. The council agreed to put the transfer and the $3,137.85 amendment on the regular agenda for formal action.
