Council amends urban renewal plan to add senior center interior work and a downtown facade grant program

Iowa City — The City Council on Oct. 7 approved first consideration of Amendment 18 to the City University Project 1 urban renewal plan, adding two project types the city could support with TIF funding: interior renovation of the historic senior center and a downtown building facade grant program.

Rachel Kilberg, economic development coordinator, told council state code requires urban renewal plan amendments for projects added to an urban renewal area. She said the senior center interior work would include accessibility improvements, mechanical/electrical upgrades and energy‑efficiency measures. The facade program was described as having two funding tiers — $10,000–$50,000 in a 50/50 matching tier and a larger tier up to $100,000 prioritizing energy‑efficient projects.

Kilberg stressed that amending the plan does not itself approve individual projects or TIF allocations; it simply authorizes the use of TIF for future eligible projects, which would return to council for project‑level approval. The Planning and Zoning Commission previously recommended the code amendment and plan changes with a 4–0 vote.

Councilors expressed support for continued downtown investment and senior‑center improvements. The motion for first consideration passed on roll call 6–0.

Next steps: Staff may bring project‑level proposals and TIF requests back to council for approval under the amended plan.
