The Iowa City Historic Preservation Commission on Nov. 18 approved certificates of appropriateness for a slate of residential projects, imposing conditions intended to preserve historic character while allowing necessary repair or modest additions.
At 622 North Van Buren Street commissioners approved a staff-recommended certificate on the consent agenda that authorizes removal of a rear deck and staircase and replacement of an associated door with a window. The motion to approve was made by Tholman and seconded; the item passed by voice vote.
At 317 Fairchild Street staff recommended replacing a deteriorated metal roof and removing internal gutters on the rear projection through an exception to the guidelines after a contractor determined the metal roof could not be repaired. Anne Russet of Neighborhood and Development Services said a contractor found the roof "too far gone to repair." Commissioner Wagner moved approval of the COA, which passed by voice vote.
A larger debate centered on 721 Grant Street, where staff recommended allowing two exceptions—matching the foundation appearance rather than replicating it, and simplified trim—so the owner could build a kitchen addition on helical piers to protect a large oak tree. Contractor Andy Martin told the commission that inserting a south‑wall window would force moving kitchen appliances and reduce cabinet space. Commissioners ultimately approved a COA with conditions that the north wall be set in so the stoop terminates before the corner, the eave height be lowered to match the house, windows be added on the south wall and revised to single windows to match historic patterning, and that product and window/door information be submitted for review; Beck moved the motion and it passed after an amendment to remove two preliminary conditions.
At 415 Clark Street staff recommended a second curb cut so a historic one‑car garage could be retained and a new two‑story garage built in the rear. The commission approved the COA on the condition that vinyl‑clad windows be allowed via an explicit exception for the conservation district, that west‑facing windows be revised to guideline‑compliant types, that the eave be reduced to a one‑foot overhang and that the front facade dormers be reduced from three to two and the passage door revised to a Colonial Revival style. Wagner moved the motion; Burford seconded and the commission approved it by voice vote.
Commissioners approved a COA for 332 North Johnson Street allowing a modest sunroom addition with paired windows (staff cited the house’s small size) and conditional items including a half‑light passage door and gray membrane for a flat roof. Burford moved approval and the motion carried.
At 409 South Summit Street, staff described an extensive metal roof and internal "Yankee" gutter system that was costly to replicate; the staff recommendation limited removal of historic crown molding to only deteriorated portions and required replacement in matching wood, recommended architectural asphalt shingles in brown or gray to mimic wood, and a gray porch membrane. Pinoyama moved the COA and Wagner seconded; the motion passed by voice vote. Contractor Alex Andino and property owner Frank Durham both told the commission they are pursuing craftsmen to repair or match historic trim.
The commission also heard staff reports on minor reviews and chair/staff certificates and discussed whether removal of specific internal "Yankee" gutters might be enabled via a future minor‑review path; staff said they could bring a proposal back for commission consideration.
The commission approved the minutes of its Aug. 14, 2025 meeting and adjourned.
