Commission approves lot split at 620 Foster Road to formalize existing house parcel

Anne Russett of Neighborhood and Development Services presented SUB24-5, a combined preliminary and final plat for a 2.84‑acre property at 620 Foster Road to create a single residential lot to accommodate an existing single‑family home. Russett said the property is zoned RS‑12 with a planned development overlay and that the proposed subdivision aligns with the comprehensive plan and North District Plan.
Russett told commissioners that the land was rezoned to RS‑12 as part of the earlier Forest View development in 2019, and staff recommended approval of the plat. She said the parcel includes environmentally sensitive areas but is exempt from the sensitive areas ordinance because the construction related to the exemption would not exceed 20,000 square feet.
Commissioners asked about ownership and whether the homeowner would acquire the lot; staff said Tailwind North Dubuque LLC currently owns the land and the intent is to carve off a lot for the existing homeowner. Commissioners also asked about the timing and responsibility for extending Algonquin Road for future development; staff said the plat dedicates a right-of-way that would be extended when a building permit for further development triggers the requirement, and the existing house will retain access from Foster Road.
John Morrow of MMS Consultants, representing the developer, said the intent is to create a parcel for the existing homeowner and that the team is coordinating traffic studies with DOT for future development. With no public comment, a motion to approve the combined preliminary and final plat was made and passed unanimously. The commission’s approval will be forwarded to the city council for consideration.
