Morton Grove creates 0% loan program for long‑time senior homeowners

The Morton Grove Village Board on Jan. 27 approved a long‑time homeowner home improvement program aimed at helping senior residents remain in their homes.
Trustee White introduced resolution 2607 to authorize use of Affordable Housing Trust Fund dollars for 0% loans, up to $10,000, for homeowners age 65 or older who have lived in Morton Grove for at least 10 years. Village staff said the Affordable Housing Trust Fund held about $350,000 as of Dec. 25 and that applications would be reviewed on a quarterly rolling basis. The loans would be secured by a lien and repaid when the homeowner sells the property; staff said penalties and full repayment would apply if a borrower sells early in a way the program discourages flipping.
Staff outlined eligible uses including plumbing, electrical repairs, lead paint abatement, roof repairs and accessibility modifications. Trustees discussed outreach and application mechanics; staff committed to publicizing the program widely so eligible residents are aware of the assistance. The board approved the resolution on a voice vote.
