Council approves rezoning of Heritage Park parcel to pursue Measure A funding

The Cerritos City Council unanimously approved a set of administrative entitlements on Jan. 26 to align a small, half-acre parcel at Heritage Park with its current park use and to position the city to seek Measure A funds from Los Angeles County for Play Island repairs.
Staff described the action as procedural: the main Heritage Park parcel (about 14.7 acres at 18600 Bloomfield) is already designated parks and open space; a smaller parcel at 18616 Bloomfield remained designated and zoned residential despite city ownership and park use since 2016. The requested entitlements include a general plan amendment, a zoning change to open space, and a lot-line adjustment to create a separate parcel for Play Island without increasing parcel count or affecting public access.
Ryan Carey, Deputy City Manager, told Council the planning commission considered the item on Jan. 14 and recommended approval by a unanimous vote. Staff noted the city completed a no-net-loss housing review and said recent Council approval of other downtown rezonings would more than offset the loss of a single housing unit associated with the park parcel conversion.
The Council approved the planning commission recommendation (motion and second recorded in the transcript) and the motion passed 5-0.
