The police chief told the council the vehicles have been on the city's capital improvement plan for years and that prior budget freezes delayed purchases. The chosen Durango base models will be used as unmarked units; the chief said the department plans a one‑vehicle rotation in the following year unless CIP allocations are adjusted. A councilmember disclosed employment at AutoFarm before the vote; that disclosure was placed on the public record.
