Stayton commission to consider allowing applicants to request code amendments; hearing set for September

Planning staff told the commission that repeated requests to change the use table showed a need for a clearer, applicant‑initiated code amendment process. Currently, only the city council or the planning commission can initiate such amendments. Staff said they will draft a detailed process and a form similar to those used for zone changes and comprehensive plan amendments so applicants can more easily request text changes.
Commissioners supported the idea of creating a standardized application. Commissioner Amy Watts asked about timing; staff suggested preparing materials in August and holding the hearing in September so commissioners have an opportunity to review and offer improvements before the hearing. The commission voted to hold a public hearing at the September Planning Commission meeting to consider the proposed application process and any proposed form.
If adopted after the hearing, the change would provide a clear pathway for private parties or other applicants to request land‑use code amendments and would standardize when and how such requests are submitted and reviewed.
