Staff to present rough general-plan draft in February; commissioners alerted to upcoming reappointments

Planning staff told the commission they have prepared a rough draft of the Eastern Summit County general plan that compiles prior public outreach and internal comments and that they will present it at the commission’s first February meeting for an initial, high-level discussion.

Director Ray said the goal is to present the unpolished draft so commissioners can give early direction rather than receiving a polished document after months of staff work. Staff plan to deliver chapter-level material monthly thereafter: a work-session presentation at the first meeting of the month and a public hearing and possible action at the second meeting. If the chapter-by-chapter schedule proceeds as expected, staff said they hope to forward the general plan to County Council by around September for consideration.

Commissioners asked whether chapter-by-chapter review would obscure cross-cutting issues. Staff acknowledged overlap across topics (for example land use and transportation) but said the initial full-draft presentation will give commissioners context on the entire plan so they can see how chapters fit together. Commissioners also asked about data and projections to support plan choices; staff said some supporting data are available, some gaps remain, and they will attempt to share relevant data in advance of chapter reviews.

Ray also briefed the commission about upcoming recruitment and reappointment activity: three planning commissioners’ terms are ending or up for reapplication this year (Bill Wild may be ineligible to reapply; David Dossett’s term is ending and Marion’s term status was noted). Ray described the typical County Council advertising and interview process and said staff will notify commissioners when applications open so candidates can reapply if they wish.

On other matters, a commissioner raised an unverified rumor that someone had petitioned the lieutenant governor’s office to initiate a municipal incorporation process in Browns Canyon. Ray said he had heard the same rumor but that there was no certified application visible on the lieutenant governor’s website at the time; he said any lieutenant-governor-level certification would precede county notification and that the county’s role would be limited and largely observational unless and until a certified application is filed.
