Lewis County sets hearing to consider repeal of needle-exchange ordinance; approves bridge repair, grant and appointments

At its Jan. 27 meeting the Lewis County Board of Commissioners voted unanimously to schedule a Feb. 10 hearing on Ordinance 1372, a measure that would repeal Ordinance 1354 (the county provision that had regulated sterile needle and syringe exchanges). "This would set a hearing for ordinance 13 72, which would repeal a previous ordinance, 13 54, that had regulated sterile needle and syringe exchanges," Riva Lester, clerk of the board, told commissioners; the hearing was set for Feb. 10 at or after 10 a.m., and the motion carried 3–0.
Commissioners approved a package of resolutions (26-030 through 26-036) by unanimous vote. Key items in that package included:
- A maintenance agreement with the Washington State Department of Transportation to repair a deteriorated pile cap on the Garrard Creek Bridge (Resolution 26-030). County engineer Wes Anderson said the damage appeared to be rot discovered during an inspection and described the agreement as allowing WSDOT to perform the repair.
- Authorization for Capital Infrastructure to sign a $250,000 Department of Agriculture grant agreement for grading, paving and fencing at the Southwest Washington Fairgrounds (Resolution 26-031). Matt Pitano said the county was approved for the $250,000 grant and would provide a $15,000 skilled-labor match; he said work is expected to be completed before the fair if possible.
- An appointment to the civil service commission to fill the unexpired term left by the late Donald Clevenger (Resolution 26-032); Riva Lester identified Joe Manno as the nominee.
- A change to the solid waste flood-debris disposal program (Resolution 26-035) that ends broad free disposal but honors one preapproved voucher. "This will grant 1 voucher... that opens on January 29 and will extend until February 12," Solid Waste staff member Rocky Lyon said.
- A reappointment of Hal Blanton to the Timberland Regional Library Board of Trustees through Dec. 31, 2032 (Resolution 26-036); commissioners praised his service.
The board also approved consent items including the Jan. 20 meeting minutes. All listed votes on the motions recorded in the transcript carried 3–0.
The meeting concluded with routine announcements and adjournment.
