The Lapeer Downtown Development Authority/Main Street board approved a motion to pursue creation of a part‑time assistant role reimagined as an assistant‑director position and to pursue a shared‑employment partnership with the Lapeer Development Corporation (LDC).
The proposal, presented by Jim, called for increasing the role’s base pay from $15 to $20 per hour, enrolling the hire in the Michigan Downtown Association Downtown Professional Certification Program and contracting the employee through the LDC so the staff member could provide roughly 24 hours per week of service to the DDA while receiving benefits through the LDC. "I would like to see the pay for the position bumped up to $20 an hour," Jim said, framing the change as necessary to attract committed candidates.
Why it matters: Board members said the model would expand the DDA’s capacity while strengthening collaboration with the LDC and creating a training pipeline for downtown leadership. Jim said the certification program costs about $200 plus workshop costs and that the LDC might absorb part of the employment cost by placing a current part‑time employee on the LDC payroll and contracting them back to the DDA.
Key details: The board reached consensus on the concept and asked the executive committee to draft (1) a job description, (2) a memorandum of understanding with the LDC describing hours and payment, and (3) an implementation timeline so the item can appear on the February meeting agenda for formal approval. Jim said the shared‑employment arrangement would yield about 24 hours a week of DDA coverage and allow the employee to receive benefits through the LDC.
Board reaction and next steps: Multiple board members endorsed the proposal as a way to delegate duties, increase capacity and improve collaboration. The board recorded a motion approving the concept; the executive committee will produce the job description and MOU and return to the board in February for final approval.
The board did not record individual roll‑call votes for the motion in the transcript; minutes reflect the motion carried.
