Elkhart Board OKs adding RAP 'wrap' restraint to police policy

The Elkhart Board of Public Safety voted Jan. 27 to amend Police Policy 303 to include the RAP restraint, a full-body transport device the police department recently purchased.
Captain Travis Snyder of the Elkhart Police Department described the device during the meeting, saying, “It almost looks like a blanket. . . you literally wrap them in it,” and that it includes cinches and a helmet to limit flailing while transporting combative subjects. Snyder said other local agencies have given the system "high praise" and reported effectiveness in the field.
Snyder told the board officers would be trained on the device during the department's defensive-tactics training in March if the policy change was approved. He also said legal review had been completed, referencing review by staff member Rose.
Board members asked clarifying questions about the device and training timeline before moving to approve the policy update. The motion to adopt the Policy 303 amendment passed during the Jan. 27 meeting.
The change adds the RAP restraint to the department's controlled-devices policy and establishes training plans; the board did not record additional restrictions or operational limits in the meeting discussion.
