Putnam County Commission approves routine business, reappoints planning commissioners and signs payment orders

PUTNAM COUNTY, W.Va. — The Putnam County Commission took a series of administrative actions and approvals at its Jan. 27 meeting, handling routine business and several staff‑recommended orders.
Early in the meeting commissioners approved the edit registry, prior meeting minutes, personnel and payroll orders, and the accounts payable bills by voice vote. The commission also authorized the commission president to sign necessary documents for estate settlement and fiduciary orders, including an executor change for the estate of Joshua Wayne Fleming that replaces the executor with Paula Fleming.
County attorney Larry presented a list of unprogressed estates dating back to 1997 and recommended administrative closure after a five‑step public notification process; commissioners approved administrative closure of the identified estates and authorized signature of the closure orders.
Commissioner Ellis moved to reappoint multiple members to the Putnam County Planning Commission — Donald Polley, Jacob Pack, Brian Hoilman, Dave Haba, Tim Engle and Jason Baker — for terms beginning Feb. 7, 2026 and expiring Feb. 6, 2029. Lowell Wilkes was reappointed to the Putnam County Historic Landmark Board effective March 29, 2026; all reappointments carried by voice vote.
Finance staff presented a slate of payment orders across funds. Notable approvals included a $6,900 9‑1‑1 fund payment for 9‑1‑1 center projectors, dog‑fund veterinary payments, a $2,015 opioid fund payment for Recovery Point beds, technology and building fund invoices, a $567.67 Stephen A. Andy reimbursement to the Hoag House Foundation, and two Tax Increment Financing (TIF) fund disbursements: $37,104.13 payable to Westbanko Bank (trustee) for December 2025 TIF revenue and $4,927 payable to GAI Consultants for Valley Park parking lot design and project management. Each order was moved and approved by voice vote.
With no further business, the commission adjourned to its next scheduled meeting.
