Torrance council pauses proposed ordinance restricting tarps, pop-up canopies after debate over enforcement and fairness

Torrance City Council voted unanimously to accept-and-file a draft ordinance that would have restricted tarps, canopies and pop-up structures in front yards after extended public comment and council discussion about enforcement and impacts on residents and businesses.

Michelle Ramirez, the city's Community Development Director, told the council staff found no clear example of a standalone "blue tarp" ordinance in other cities and presented a draft that would allow front-yard canopies during June, July and August, while limiting other months to short-term use and setting standards such as a 100-square-foot maximum, three sides open for social gatherings, secure anchoring and prohibitions on use as long-term storage.
