Council approves $60,000 advance to Torrance Rose Float Association for 2027 float

Torrance City Council unanimously approved a $60,000 appropriation from the general fund on Dec. 3 to provide an advance to the Torrance Rose Float Association so the volunteer group can secure entry and begin work for the 2027 Pasadena Tournament of Roses Parade float.

Monica Hart of Community Services said the Association has been fundraising and obtained corporate donations but, because the estimated cost of the 2026 float depleted reserves, the group needed a front-loaded allocation to pay entry fees and begin design and insurance payments due in January 2026. The Association's president, Roseanne Villalobos, told council that without the advance the group risked losing its parade slot.

Speakers with long experience decorating floats urged approval, noting the city receives substantial publicity for the relatively modest municipal support. Council members discussed sponsorship and fundraising strategies and asked staff and volunteers to pursue more corporate partnerships to reduce future general-fund reliance.

Councilwoman Kalani moved to approve item 10E; Councilman (second) seconded; the clerk announced the motion carried unanimously.

What happens next: The approved $60,000 would be appropriated to the FY25-26 operating budget so the association can pay January entry and pre-build costs; the Association plans to return with a full budget discussion for the 2027 float and may request additional funding next budget cycle depending on fundraising success.
