Torrance council approves parks restroom work, accepts USAR vehicle and clears Armed Forces Day planning

The Torrance City Council on Jan. 27 approved several administrative and community items in addition to the large housing hearing:
Fire Chief David Dumas presented a recommendation to accept an urban search and rescue (USAR) apparatus and associated grant funding from the city of El Segundo for $35,000; the council approved the acceptance unanimously (Mayor Chen absent).
On parks capital work, staff asked whether the council wished to reallocate available funding from the Herman Tillman Senior Center project to support restroom and exterior renovations at multiple parks. Staff referenced a figure of roughly $933,000 available from the Tillman project to cover renovation scopes; after questions about prioritizing doors and restroom interiors at Wilson and Hickory parks, the council directed staff to proceed with the staff recommendation (the motion carried with Council member Gerson voting no and Mayor Chen absent).
The council also approved moving forward with planning for the 2026 Armed Forces Day weekend (May 15–17), including staff outreach, a military exhibit, and a parade on Torrance Boulevard. Council authorized staff to pursue a noise abatement exemption to accommodate an aircraft flyover component and to pursue landing‑fee waivers for participating aircraft; staff reported last year’s landing fees for eight aircraft totaled $336.
Economic Development Manager Fran Fulton reported on efforts to form a property‑based Business Improvement District (BID) in downtown Torrance; the petition did not secure sufficient property owner support and the Downtown Torrance Association will continue outreach. Council accepted the report, approved distribution of a questionnaire to DTA members and accepted the item for filing.
Several routine consent items and resolutions were adopted earlier in the meeting, and the council recessed to closed session at the end of the evening.
