Board approves parks ordinance amendment, EDA resolution and routine measures; planning-commission reinstatement motion fails

- Parks ordinance: The board approved the revised Russell County Parks ordinance with an amendment to paragraph 30 to explicitly include events and removed references to a dissolved parks commission (motion and voice vote, approved).
- DHCD documents (Tiller Trailer Park Waterline Extension Project): Board authorized standard documents required for a DHCD contract (anti-displacement policy, fair housing certification, interagency and admin agreements); motion made and approved by voice vote.
- Tax rate: Board moved to keep the tax rate at the current level (motion made); during the voice vote one member (Andrew Hensley) recorded opposition. The board indicated a public hearing on the tax rate and budget is scheduled in May.
- VDOT/EDA resolution ("Pure Salmon" project): Board approved a resolution to apply for economic development access funds (EDA) that can provide up to $500,000 and require a dollar-for-dollar match above that level through $800,000; board discussed cost-sharing with partner counties and timelines and advanced the resolution.
- Waste management authority: Board approved the Common Plateau Regional Waste Management Authority user and manpower agreements (annual standard items).
- Election results and equipment: Board accepted the March 2024 primary election results and approved purchase of an ice scanner/tabulator for $8,020 (presenter noted the purchase is not reimbursed by the state).
- Little League repairs and community donations: Board approved fence-safety repairs for Hone Acre Little League/softball fields, and approved donations of $500 each for three Russell County kids fishing-day events.
- Planning commission: A motion to reinstate Charlie Edmonds and Jack Compton to the planning commission was put to a show-of-hands vote and failed 4-3.
What happens next: Several items (tax-rate hearing, budget and project timelines) will return to the board in May or at the scheduled budget workshop on April 17.
