Commission opts for ad hoc arts subcommittee to speed grants and public access

Ward reported that about 131 year-2 EAC grantees have accepted award contracts and funding has been distributed to 92; 39 awards are delayed by insurance or right-of-way issues. Arts Council Executive Director Lilia Gonzales Chapa supported an ad hoc subcommittee that would be publicly noticed and could meet often enough to review operational grants and project-grant revisions.
Commissioners flagged logistical constraints for public access, including the city''s CMAC broadcast contract and meeting-timing limits that can make daytime meetings difficult for working applicants. The commission discussed options such as holding ad hoc meetings in larger rooms (including the Arts Council''s gallery) and using Zoom links, or attaching some subcommittee meetings to regular PRAC meetings to use existing CMAC coverage. The city attorney advised that an ad hoc group can be opened to the public if the commission wants and that a standing committee would require a formal resolution and Brown Act compliance.
The commission reached consensus to proceed with an ad hoc subcommittee and directed staff and the Arts Council to prepare a resolution, meeting schedule and public-notice plan so the subcommittee can begin reviewing grants and making timely recommendations to the full commission. Commissioners emphasized prioritizing operational grants, aligning operational grants with July 1 starts, and rethinking project-grant timelines so awards can run on a 12-month cycle from date of award rather than being tied to the city fiscal year.
Next steps: staff will draft a resolution and public-notice plan, schedule an initial series of ad hoc meetings (including at least one meeting within the next 30 days), and coordinate with CMAC and the Arts Council to maximize public access.
