The Chico City Council on a consent vote approved an ordinance adding chapter 10.36 to Title 10 of the Chico Municipal Code to prohibit pedestrians on medians and other roadway areas.
The ordinance was part of the meeting’s consent agenda and was read by title before the council voted. The clerk recorded the motion and the roll call resulted in the measure carrying 7–0. Mayor Casey Reynolds confirmed the adoption on the consent calendar.
During the consent portion of the meeting, resident Stephen Hazel spoke about protests and enforcement near sidewalks and driveway entries. Hazel identified his residence as Jarvis Gardens, Apartment 217, and said protesters should not be prevented from standing at the edge of sidewalks; his remarks ranged across protest rules and selective enforcement. The council did not take separate action on those remarks during the meeting.
The ordinance language as read by the clerk adds a new chapter to the Chico Municipal Code prohibiting pedestrians on medians and other roadway areas; the ordinance was incorporated into the consent approval and adopted by the council.
