Residents and committee members raised concern that a branch flowing into Buckskin Creek showed red staining inconsistent with other reaches of the creek. One resident said the affected branch runs from the landfill area and appears markedly discolored compared with upstream stretches.
Royce inspected the landfill stormwater controls and reported that sediment basins and outfalls are in place and functioning; he did not observe an obvious failure of controls during his inspection. "I did go yesterday and checked the stormwater controls on the bar area. I didn't see where there was any failures of it," Royce said. He noted the basin soils are red clay, which can color discharge even when controls are functioning.
Staff explained Waste Management conducts surface‑water testing at each outfall and at the point where the creek leaves the property boundary; testing includes TSS (total suspended solids) daily and monthly averages per permit. The committee emphasized the importance of data-driven follow up and discussed routing concerns through DEQ for formal inspection if warranted. Committee members asked staff to continue monitoring and provide sampling data so the cause of discoloration can be assessed objectively.
No formal enforcement action was taken during the meeting; staff will continue monitoring and pursue DEQ inspection routes if data indicate a point‑source problem.
