Board approves school grant carryforwards and hears school finance update

An ACPS representative said, "we are requesting an appropriation in the amount of $250,000 to local revenues and expenditures as we await a final decision from the Virginia Department of Education on whether or not we're allowed an extension of last year's significant security grant award" and described supply/shipping delays that affected project completion before June 30. The school also requested $82,538.65 to carry forward Title I grant balances to meet September 30 expenditure deadlines.
Supervisors discussed the county-school accounting process and a draft budget resolution intended to ensure ACPS and county staff work from the same assumptions on required local effort and matching. Finance staff explained the county's cash‑flow approach that spends state funds first and local funds last and said the school resolution has been submitted to counsel for legal review.
A supervisor moved to approve the two appropriations (security grant carryforward and Title I carryforward) and the motion passed by hand raise. The board also agreed to continue discussions on the draft budget resolution and technical accounting issues with school and county staff.
Next steps: county staff will process the appropriations and continue coordination with ACPS and counsel on the draft resolution and reporting for FY25 closeout.
