San Miguel County approves year-end supplemental appropriations totaling several hundred thousand dollars

San Miguel County commissioners on Dec. 17 approved a package of supplemental adjustments to the county's 2025 appropriations to reconcile year-end spending and cover unbudgeted expenses.
Finance staff Ramona told the board the largest request — a $989,000 supplemental appropriation to the road and bridge fund — is needed to cover emergency repairs to Tom Boy Road, contracted road maintenance and corrections to town-partner appropriations; those dollars will come from operating reserves. Ramona said portions of some projects (forest-service contributions, donations) reduced the county's net share, but the emergency nature and timing required a supplemental appropriation.
The board also approved smaller appropriations across several funds: a $30,000 increase to the human services fund to align budget timing and expected state and federal backfills; additional transit fund appropriations to pass through higher-than-expected collections; a $30,000 increase for retirement employer-match contributions tied to higher staff levels; a $100,000 increase to the early childhood care fund to support midyear capacity and award changes within ECAP's 0.75-mill levy; and a $50,000 increase to the public health fund largely to purchase COVID vaccines that were no longer available at no cost, offset in part by administration fees.
Ramona briefed commissioners that the county treats underspending differently — unspent budgeted amounts revert to fund balances and are accounted for in next-year projections — and that the finance team factored these supplemental adjustments into the 2026 budget fund balance projections. Each supplemental appropriation was opened as a public hearing; no members of the public spoke on the items. Commissioners voted unanimously to approve the resolutions.
The board also approved a $65,000 supplemental appropriation for the San Miguel County Solid Waste Disposal District to cover higher recycling and community cleanup-day costs, and passed a routine cleanup resolution to transfer treasurer trust and agency funds — advertising fees, auction fees and tax-sale overbid revenue — into the county general fund.
The commissioners scheduled a special meeting for Dec. 22 at 10 a.m. (Zoom) to consider certification of certain levies and revenues that were not yet ready for action at the Dec. 17 meeting.
