Commissioners push for formal fleet-leasing policy after debate over two truck purchases

Commissioners expressed concern that a formal county policy was not yet in place to permit an internal ‘lease-from-self’ program or to otherwise manage the long-term lifecycle and replacement strategy. Several commissioners said they would prefer a written automotive/fleet policy that outlines leasing, buying, buying/ selling cycles and fee structures before making purchases.
Fleet director (Ryan) said some county vehicles were failing and that immediate replacements were needed; commissioners and staff discussed borrowing or loaning vehicles internally, lead times on new trucks, and whether delaying would cause operational problems. Board members asked staff to draft automotive/leasing policy language and to circulate it to the commissioners for review; one commissioner offered to workshop the policy with fleet staff to reconcile operational urgency with fiscal oversight.
When the chair called the roll on the purchase motion, several commissioners recorded 'No' votes. The board emphasized the need for a written policy and directed staff to prepare draft fleet/automotive policies and share them with the board before new purchases proceed.
