Residents urge enforcement after large 'sheds' built at Jim Henry Road parcel
Summary
Several Jefferson County residents told the planning commission that structures at 2251 Jim Henry Road were built without proper permits, described the buildings as large bunkhouses and asked the county to issue stop-work and cease-and-desist orders; residents said the county attorney had not been involved despite earlier statements.

Multiple residents raised sustained concerns about construction at 2251 Jim Henry Road during the public‑comment portion of the Jefferson County Regional Planning Commission meeting.
Jim Fox, speaking for neighbors, said an acting commissioner had told the public a stop-work and cease-and-desist order had been issued for the property, but Fox said he had verified that no such order had been filed with the county attorney and that county staff had told him otherwise: “On this day that this was stated, a cease and desist order had not been done nor would have been turned over to the county attorney,” he said. Fox asked the commission to investigate statements made during earlier meetings and requested disciplinary action where misinformation had been provided.
William (Bill) Villars and Kathleen Villers said the buildings at 2251 Jim Henry Road were far larger than agricultural sheds described in permit applications, alleging “two 3,000‑square‑foot buildings complete with bunk beds” and that the developer intended the buildings for camp occupancy. Kathleen Villers asked the commission to “Please take action. Issue a stop work order,” and to publicly confirm the parcel would not be rezoned from A‑1 to R‑R.
Commissioners acknowledged the complaints and the transcript record shows staff and the public discussed referrals to the county attorney; the commission did not announce a new enforcement action during the meeting. The Chair recorded the public comments and discussion but did not state a formal enforcement outcome on the record.
Next steps: Residents said they had filed multiple complaint forms; enforcement status and any legal action will depend on review by county attorneys and permitting staff.
