Legislative Finance unveils PIVOT dashboard, finds 72% of inventoried spending is evidence‑based

The presenters said Senate Bill 58 (2019) and the Accountability in Government Act formed the statutory basis for program inventories and that the FY25 exercises covered six agencies/divisions and roughly $259 million in programmatic spending.
Key findings presented: a rising share of spending is categorized as evidence or research‑based (72% in FY25, up from 67%); corrections was a strong performer with 94% of inventoried spending in the highest evidence tiers; some divisions struggle to disaggregate billing data to link dollars to specific interventions (notably behavioral health claims data); and agencies still need to build capacity for outcome monitoring and program completion tracking. LFC staff demonstrated the dashboard’s current features — program lists, evidence ratings, expenditure by evidence tier and participants served — and said they will add FY25 outcomes and enhance visibility of program goals and completion rates in coming months.
Committee members asked when outcomes and unspent amounts would be visible; LFC said outcomes reporting will be added soon and that the tool is intended to help policymakers evaluate trends and evidence when considering budget requests.
What comes next: LFC will continue building the dashboard and work with agencies to improve contracting and outcome monitoring so the database can better inform FY27 budget decisions.
