Speaker 6, who introduced the concept, said the district could provide services such as seeding and field-level work that the county does not currently deliver. He proposed an intergovernmental agreement (draft prepared) and described pursuing a Colorado Division of Wildlife HPP (Habitat Partnership Program) grant to finance the countys remaining activities, leaving the county with funds to continue limited operations.
Operational concerns: Speaker 6 said CDA now requires before-and-after photographs for claims, which can be difficult to collect; he said using HPP funds could reduce that burden. He also noted the county maps applications and landowner information to track treatments and species targeted.
Next steps: Staff asked the Conservation District to review the draft agreement before formal action; Speaker 6 planned to present or seek grant approvals at an upcoming CPW meeting and asked the Board whether to pursue the HPP grant quickly or delay to the next month.
