During the public comment period at the council meeting, resident Doug Kelly said he has observed more than 100 houses burn in the area over the past year and alleged the fires are organized and linked to developers, not homeless people. "My belief is it's developers doing gentrification," Kelly said, adding he believes a pattern exists and that local authorities' investigations so far have not addressed it to his satisfaction.
Kelly said law enforcement recently arrested a suspect in several arson cases but that the arrested individual's description did not match those he believes are responsible. He characterized the situation as “organized” and suggested it could rise to civil racketeering concerns; no formal evidence was offered during the meeting and no agency response was given on the record.
Other members of the public spoke as well. Christina Gully introduced her campaign for justice of the peace in District 10 and asked for voter support. Jennifer Phillips thanked the council and staff for recent ditch-clearing work in the Dixie community and requested continued maintenance, such as weed-eating along the cleared area.
The council did not take action on the allegations during the meeting; staff and relevant agencies would be the appropriate bodies to investigate the arson claims and provide public updates.
