Council approves rezoning on Highway 161 for 70-unit multifamily project

The North Little Rock City Council voted to rezone property on Highway 161 from I-2 (industrial) to R-4 in an emergency first reading to permit construction of multifamily housing.
Tony Burdette of Dalton Development told the council the project will combine adjacent lots to construct seven buildings with 10 units each — 70 apartments in total. "We're gonna try to build some apartments there," Burdette said while identifying the parcels and explaining the applicant's intent to assemble Lot 9 and Lot 10 for the development.
Council member Hamilton questioned the pattern of piecemeal rezonings in eastern North Little Rock and asked whether there is a broader master plan guiding development in the area. Hamilton said: "We're changing it a little piecemeal ... I'm not sure what the bigger picture is." Staff and the applicant said this rezoning is one section of a broader development effort, and the planning department will coordinate site-plan review and permitting.
Council members approved the ordinance and the emergency status on roll call. Planning staff will work with Dalton Development on next steps, including site-plan review and building permits.
