The North Little Rock City Council on a regular meeting agenda adopted a package of resolutions and ordinances addressing nuisance properties, liens and administrative housekeeping.
Council members voted to declare several structures public nuisances and to provide owners a period to abate or face municipal demolition. The resolutions included condemnation actions for properties at 208 West 14th Street and 2410 West 16th Street, and a separate item covering buildings at 4909 Haywood Street. City staff explained owners have 30 days to demolish or a path to a six-month rehab agreement that requires an escrow to cover estimated demolition costs; staff estimated the escrow and demolition figures in the range of about $5,000–$7,000. "If the city has to demolish it, we get bids," said Miss Fields, a city staff member involved in code enforcement.
The council also approved a resolution certifying lien amounts to be filed with the Pulaski County tax collector for grass cutting and other nuisance abatements. Those liens cover the city's recovery of abatement expenses when property owners do not address violations.
On administrative business, the council approved an ordinance amending the Parks and Recreation personnel grading to reflect recent promotions and related pay adjustments; staff described this as housekeeping to complete previously effected promotions. Several first readings were taken as emergency ordinances to address site-specific needs and timelines.
One resolution that was on the agenda (R25187) was withheld/withdrawn by its sponsor for later consideration. The meeting's roll-call votes on the adopted items were recorded by member name during each motion tally.
The council concluded the block of votes without extended debate on the majority of the items and moved on to other ordinance matters and public comment.
