The North Little Rock City Council on its regular meeting approved several resolutions and ordinances that together authorize street work, certify liens for unpaid abatement costs, amend employee benefits policy, permit a new event center, and rezone a parcel for commercial development.
Street overlay funding: The council adopted R25209 authorizing the city to utilize State Aid Street Program funds and authorizing the mayor to execute required agreements with the Arkansas Department of Transportation for a Main Street overlay project covering full width from 13th to 22nd Streets. City staff (David) described the grant as a 90/10 arrangement with a state maximum construction contribution of $300,000 and estimated unit costs of "roughly $3.50 to $3.60" as stated in the meeting; the city would cover the remaining costs.
Liens and nuisance abatements: Council adopted R25213 to certify amounts of liens filed with the Pulaski County tax office for grass-cutting and abatement expenses on certain properties; a public hearing on those liens drew no speakers.
Employee policy: The council amended the non-uniform employee policy and procedure manual (O25100) to revise annual leave, sick leave benefits and group health insurance provisions, declared an emergency, and adopted the ordinance on first reading with suspension of rules as recorded.
Special use and rezoning: The council granted a special use (O25101) allowing an event center at 115 West Broadway, approving an applicant who said her business name is "Tea Parties and Company" and intends to run children's tea-party events, etiquette classes, and an exhibit space tied to Dr. Janice's former office. The council suspended readings, approved the emergency declaration and adopted the ordinance. Separately, council approved ordinance O25102 rezoning property at 4600 Drive from R-3 to C-4 for future commercial development (amending ordinance 92-63); readings were suspended and emergency adopted.
Votes and procedure: For the measures above the council moved to suspend readings where noted and recorded affirmative votes for the ordinances and emergency declarations. No public commenters opposed the actions that reached vote.
Next steps: Staff were authorized to execute agreements (for the street project), pursue collection of certified liens through Pulaski County, and proceed with implementation actions described in each ordinance and resolution.
