DFA: New Mexico Match Fund has awarded $105M; $65M contingent pending federal grants

Haley Brown, deputy director in DFA’s infrastructure division, told the Legislative Finance Committee the New Mexico Match Fund has moved rapidly since its creation and currently supports several active projects across the state.
Brown said DFA has two appropriations for the Match Fund — one for $75,000,000 (FY25) and one for $72,000,000 (prior) — and that the program has awarded $105,000,000 to date. She said about $65,000,000 of awards are contingent on successful federal grant decisions and that roughly $39,000,000 has been paid out to match federal grants already awarded.
Brown highlighted specific uses of the fund. She said the Mora County Courthouse received EDA funding paired with match‑fund dollars and that Lincoln County leveraged match funds to secure emergency assistance from FEMA and the Natural Resources Conservation Service Emergency Watershed Protection Program. She also described a mutual domestic water system that used the Match Fund to satisfy an Army Corps of Engineers matching requirement and later obtained a project implementation grant that allowed the system to hire its first full‑time staffer.
Representative Chatfield and other members asked for a comprehensive list of projects that received match funds; Props and staff agreed to provide a full list to the committee for distribution to members.
Committee members praised the speed of awards and urged consideration of multi‑year appropriations to address timing mismatches between federal awards and one‑year state matches.
