Council approves multiple rezones, conditional use and emergency clause for neighborhood commercial site

Springdale’s city council approved a string of land-use items Thursday, including a commercial rezoning for an undeveloped lot on Central Drive, a fast-tracked neighborhood-commercial rezoning to accommodate a hair salon, and a conditional-use permit for a Marshallese church.
Sharon Tromberg, director of planning and community development, said the 0.59-acre parcel at 5089 Central Drive aligns with the city’s land-use plan and had earlier cleared the planning commission following verification of the legal description. Councilors asked staff to ensure buffering to protect adjacent single-family homes; the ordinance amending the zoning code was approved by voice vote (6–0).
Separately, council approved a rezoning at 805 Southwest N Street from low/medium-density single-family (SF2) to neighborhood commercial (C1) so an applicant can pursue building permits for a hair salon. The applicant requested an emergency clause to allow early permitting; council approved both the rezoning and the emergency clause 6–0.
The council also approved a conditional-use resolution permitting a Marshallese congregation to operate at 3020 West Huntsville Avenue with conditions adopted by planning commission: a shared-parking agreement with the adjacent lot, compliance with adopted noise standards, adherence to building and fire codes, and a sign permit requirement. Planning staff said the church had addressed prior parking concerns through a shared-parking agreement and a planning-commission variance.
All three items passed without recorded opposition. Each approval includes standard conditions and staff guidance that site plans will be reviewed for buffering, parking management and code compliance before permits are issued.
