Steve Clark, who identified himself as a partner in Clark Aviation, told the commission he has occupied the hangar under a sublease since 06/01/2022 and asked to retain the space after the primary lessee, Summit, was found to have improperly subleased several hangars. “We’ve enjoyed our time at the Springdale Airport, and we’d like very much to maintain the lease,” Clark said.
A commissioner first moved to allow Clark to keep the hangar outright; that motion failed on a roll-call vote, with Commissioners Jim Ulmer, Cameron McCarron and Steve Smith voting yes and Commissioners Micah Thomason, Greg Collier, Joe Gardner and Mike Goff voting no. After that vote, the commission approved two separate motions: one placing Clark on the hangar waiting list where he would have been on 06/01/2022, and a second motion granting a temporary occupancy period (meeting record shows the motion language specifying 45 days). Staff said the hangar would remain open while staff contacted the next people on the list and that Austin (airport operations staff) would follow up with Clark on status.
Airport staff explained how list placement would be calculated based on Clark’s June 1, 2022 sign date and noted Hangar 3 has multiple spaces and that some tenants had declined less-desirable stalls. Clark had asked for a transition period if he needed to move; commissioners discussed interim options, and Summit’s representative offered to help with temporary placement if necessary.
The commission’s action resolved Clark’s immediate status: he will be placed on the waiting list retroactive to 06/01/2022 and permitted to occupy the hangar for the temporary period approved. Staff indicated they will continue contacting tenants down the list and will notify Clark directly when a permanent placement becomes available.
The meeting record does not show any additional penalties or financial remedies against Summit in relation to Clark’s sublease; rather, staff said other questioned Summit subleases had been vacated and the city has been working to clean up the hangar list.
