Council and residents debate how to seat a vacancy after Charter Commission declines immediate changes

Fergus Falls — The City Council received an update July 15 from City Administrator Andrew Bremseth about the Charter Commission’s recent meeting and a letter from Chair Mark Hovland.
Bremseth said the commission opted not to amend the charter now but will take a closer look at vacancy language in future meetings. The commission told council members it felt the current language could suffice for the present vacancy, but would revisit the matter later.
Several council members and residents pressed for clearer guidance. One resident suggested seating the winner of the November election immediately after canvass rather than waiting for a January meeting. City staff confirmed the council could adopt a resolution to appoint a certified winner promptly provided the winner completed any required filings.
Resident Laurie Mullen said she was concerned the Charter Commission’s materials and minutes did not accurately reflect the discussion: “The Charter Commission took all of 25 minutes to make their decision,” she said, adding that minutes and agendas should be posted so the public can review deliberations.
Council members agreed to bring the topic to the Committee of the Whole on July 31 for further discussion and possible direction to the Charter Commission. No charter amendment or appointment was made at the July 15 meeting.
