Sarasota County commissioners on July 9 approved an access and infrastructure agreement with High Hat Ranch that includes developer-funded road improvements, right-of-way dedications and surety for construction costs.
Agreement highlights: Staff described the agreement components: High Hat Ranch will provide up to 24 acres of Fruitville Road right-of-way; fully fund two-lane initial construction of the Bee Ridge Road East extension (BREE) with provision for future widening; pay relocation/mitigation costs for county operations affected by BREE; fund a Lorraine Road roundabout; and post surety/escrow for construction of the Bee Ridge widening, with the county to reimburse 50% when appropriate. Timing triggers were tied to a Village 1 notice referenced in the agreement.
Policy issue and board consensus: County Attorney Steven Shaw explained a key unresolved deal point: whether to establish the BREE right-of-way early in the process or to wait until site-access improvements are completed. Commissioners favored establishing right-of-way earlier to provide boundaries that facilitate financing and developer closings. High Hat representatives (Jim Turner) confirmed contractual obligations, performance bonds and buyer commitments (Lennar, Pulte) would support project delivery once right-of-way dedication occurred.
Vote and direction: The board approved the agreement including High Hat’s proposed language and authorized staff to proceed with processing High Hat’s rezoning petition for Village 1. The motion passed unanimously.
