Senate committee advances wide package of transportation bills, defers several for fixes

The Senate Committee on Transportation and Culture and the Arts convened Feb. 4 in State Capitol Conference Room 224 to hear testimony on a broad slate of transportation proposals, ranging from motor-vehicle tint and rental-car fees to delivery taxes, automated enforcement and moped and noise rules.
Committee leadership opened the hearing by setting a two-minute oral testimony limit so the panel could consider all measures on the 3:00 p.m. agenda and said deferred business would be heard Thursday, Feb. 6 if time ran short. Departments of Transportation and the Attorney General provided frequent technical and policy comments across multiple bills.
During the public hearings, industry groups and trade associations — including Avis Budget Group, Enterprise Mobility and the Alliance for Automotive Innovation — frequently urged careful drafting and suggested prospective or limited application where measures would affect vehicle manufacturers or lease agreements. Consumer-advocacy and safety organizations — including Hawaii Appleseed and the Hawaii Bicycling League — urged stronger safety provisions on pedestrian protections, leading pedestrian intervals and Safe Routes to School investments.
At the decision-making session the committee recessed and reconvened to act on measures. The chair moved several bills forward with amendments (several adopting Department of Transportation and Attorney General recommendations), the committee passed multiple measures with amendments, and deferred others to allow stakeholders and staff to reconcile technical language. Recorded roll-call votes were taken where members requested one; other measures passed by voice. The meeting concluded after the committee recorded votes, set deferral dates (mostly Feb. 6 at 3:01 p.m. in Room 224) for several bills, and adjourned.
