Committee approves annexation, rezoning and final plat for Aurora Turners property at Mitchell Road

Vice Chair Patty Smith and the Zoning and Economic Development Committee on May 28 approved four related land‑use petitions for property at 1231 Mitchell Road tied to the Aurora Turners organization, moving the items to the full City Council for final action.
Tracy Basic, senior planner with the Zoning and Planning Division, told the committee the petitioner requested annexation of a 0.3‑acre parcel at 1231 Mitchell Road and concurrent rezoning from an R‑1 single‑family district to a B‑2 Business District with a conditional use plan. Staff also presented a request to vacate a portion of High Street north of East Indian Trail and a final plat consolidating multiple lots into two lots; Lot 1 would combine the house parcel proposed for demolition with a vacant parcel and the west half of the vacated right‑of‑way for future commercial sale, and Lot 2 would include the eastern half of the vacated right‑of‑way and land the Turners currently use for recreation.
The public comment period included Joel Lusk, who identified himself as a 50‑year member of the Aurora Turners Club and asked the committee to table petition 25‑0421 for two weeks, saying the membership had not voted and that the club’s bylaws required more internal action. “I’m asking the planning commission to just table this request for 2 weeks … the membership has not voted on this,” Lusk said.
Dina Weiss, financial secretary for the Aurora Turners, responded during the committee discussion that the proposal had been brought to the board and membership multiple times and that the membership had voted in favor. “We have thrice presented this motion to the board, and to membership. We actually have voted on this repeatedly,” Weiss said.
Committee members pressed staff and the petitioner on access and the rationale for vacating High Street. Basic said the city’s engineering review found the previous plan to connect High Street to Mitchell Road is no longer feasible because a private development (Mundy Landscaping) has since been built on the alignment. Basic said the new development would use the signalized intersection at High Street and East Indian Trail for access and that the city would convey the vacated right‑of‑way back to the Turners in accordance with standard regulations.
After discussion, Alderman Patty Smith moved to approve the annexation, rezoning and conditional use plan (petition 25‑0421); Alderman Juan Garza seconded. The committee approved the item by voice vote, recorded as 5‑0. The committee likewise approved the right‑of‑way vacation (25‑0423) and the final plat (25‑0424) by unanimous votes and forwarded the petitions to the full City Council.
The committee held a separate item, resolution 25‑0438 for Mason Subdivision (1127–1129 Thomas Street), for two weeks at the request of Alderman Messiacos so he could discuss the land’s direction with the mayor; staff said the property is city‑owned and the delay was acceptable.
The committee’s approvals were procedural actions to forward the petitions; final approvals and any conditions remain subject to review by the City Council.
