Council approves town contract with Emily Friedman to begin EV planning work, subject to Charge West grant agreement

Springdale on Dec. 11 approved a contract with Emily Friedman to perform the scope of work associated with the Charge West at Scale grant, subject to final execution of the town’s agreement with Utah Clean Cities.
Tom Dancy explained that Utah Clean Cities offered $50,000 in cash and in-kind technical assistance for an EV planning project; the town lacked in-house bandwidth to deliver the scope and proposed contracting with Friedman, the Zion Regional Collaborative coordinator, to complete the work under the town’s direction. Tammy Bostick of Utah Clean Cities described broader objectives including EV charging deployment, grid resiliency, and modernization planning, and said the project would provide resources that could be a template for other western gateway communities.
Council discussed whether Friedman’s contract with the Zion Regional Collaborative (ZRC) could conflict with a town subcontract. Town counsel and the town attorney said the town’s contract with Utah Clean Cities creates the town’s obligation and engaging Friedman to fulfill that obligation is permissible; Utah Clean Cities provided written authorization that morning to allow Springdale to enter into an agreement with Friedman.
Councilmember Jack Burns moved to approve the town contract with Emily Friedman, subject to execution of the Charge West agreement between the town and Utah Clean Cities; the motion passed on roll call. Staff noted some tasks will be time-sensitive to meet grant timelines and recommended a follow-up special meeting to finalize the town’s agreement with Utah Clean Cities if needed.
