The Quincy Zoning Board on Jan. 27 continued a request by Jim Chen (representing the applicant) to subdivide the parcel at 23 Botox Street and to allow construction of a new single-family dwelling on the newly created lot. The board asked the applicant to shrink the proposed house and remove a full basement bathroom before returning on Feb. 24, 2026 at 6:00 p.m.
Chen told the board the current filing is a third iteration of plans for the site and that the applicant proposes two lots (new lot about 4,176 square feet) with a proposed 3-bedroom, 3-bath house of roughly 2,200 square feet on the new lot. He noted constraints including wetland buffer requirements and about a one-story grade drop across the site, which had guided the layout and setback requests. The application requested variances for minimum lot size and frontage, excessive floor-area ratio and relief on front and side setbacks.
Neighbors and a written commenter (Bridal Conant) urged the board to reject the relief or allow withdrawal, calling the request excessive and warning that creating two nonconforming lots could aggravate parking and future multifamily conversion. Board members discussed deed restrictions limiting future use to single-family and whether a smaller house would better fit the lot. One board condition noted during the deliberation was removal of a full bathroom in the basement to reduce the appearance of an independent living unit.
The board voted to continue the matter to the Feb. 24, 2026 meeting to allow the applicant to present a reduced plan and required clarifications suggested by city reviewers, including stormwater/drainage and pavement/driveway details.
What’s next: Applicant will revise plans (including removing or altering the basement full bath), respond to the city’s engineering comments and return to the board on Feb. 24, 2026 for continued review.
