Springdale council approves omnibus code update, directs explicit three-dog household cap

The Springdale Town Council on Dec. 11 approved Ordinance 2024-10, a multi-title update to the town code intended primarily to bring local language into conformity with Utah state code and recent case law. The measure, presented by town attorney/staff, consolidated numerous housekeeping edits and several policy clarifications across Titles 1–6.
Council members identified a drafting error in the animal-control section that had inadvertently removed a cap on the number of dogs per household. Garren (animal control staff) said the intended limit is three dogs per household and that the ordinance should specify dogs older than four months. Councilmembers and staff agreed the change should be captured in the ordinance’s 5-2-4(a) provision and also reflected in an upcoming Title 10 land-use amendment. Mayor (Unidentified) and staff asked legal counsel to add the explicit language before signing.
Councilmember Pat Campbell moved to approve the ordinance with that condition; Jack Burns seconded. Roll-call approval followed. The council’s action will be finalized when the mayor signs the ordinance after staff inserts the agreed language addressing a maximum of three dogs per household.
