At its Jan. 12 meeting, Berkeley County Council advanced and approved several fee-in-lieu-of-tax (FILOT) and development-related bills with limited discussion. Items included: Bill No. 20563 authorizing execution of a fee-in-lieu-of-tax agreement with Alschem Manufacturing (second reading considered and motion carried), Bill No. 20561 with Minneapolis Reliability (recusal noted by a council member on that item), and Bill No. 25–61 (Panopoulos Reliability/Project Pine Beam) which advanced after public hearings concluded without comment.
Council recorded voice votes approving the items as presented in committee. One member explicitly noted a recusal on the Minneapolis Reliability item; the record shows the recusal was noted prior to the voice vote. No additional public testimony was offered during the public hearings on those items.
