Garrison’s proposal offered commingled collection (single‑stream) and more frequent, local site visits; staff said the contractor's proximity should reduce contamination and overage charges. Garrison proposed a Midwest CPI index with a 2–3 percent typical annual increase; Waste Management's escalation clause used a higher “whichever is greater” approach that could reach about 5 percent in some years.
Commissioners discussed service coverage for the 11 drop‑off sites, inspection frequency (noted as periodic with emphasis on the main Aitkin Recycling Center) and community education to reduce contamination. Commissioner Levitzka moved to approve the contract with Garrison Disposal; the motion was supported and carried on a voice vote.
