Federal Way staff told the FedRAC committee Jan. 27 that a Washington Community Economic Revitalization Board (CURB) grant will fund a downtown market study and visualization project for Federal Way’s downtown core and frame areas.
Meredith (city staff) described two contractors: Community Attributes (market study and interactive parcel map) and Maker’s Architecture and Urban Design for 3D modeling. Maker’s partner Rachel Miller said the team recommends ArcGIS Urban for a web‑based, shareable, parcel‑level model that staff and the public can explore; a recorded video fly‑through is not included in the base scope and would be an add‑on under an amendment.
The grant totals $64,000 with a $16,000 city match for an $80,000 overall budget. Staff estimated a 3–6 month timeline for both contract components. Councilmembers requested examples of prior work, pricing for the optional fly‑through and clarity on deliverables; staff agreed to provide additional examples and cost options. The committee voted to forward the Maker’s contract to the Feb. 3 consent agenda for council approval.
