Tumwater committee backs WSDOT agreement amendment for Prosper/Capitol interchange, sends to council

The City of Tumwater Public Works committee recommended Jan. 22 that City Council consider amendment #2 to WSDOT agreement JC1419 on Feb. 3, to provide an additional $11,250 to finish warranty inspections and closeout work for the Prosper/Capitol interchange project.
Colby Fletcher, construction engineer in transportation engineering, briefed the committee on the history of the agreement. "The agreement number is JC1419, and the original agreement was in 2018 executed," Fletcher said. The original authorization for WSDOT design review was $25,000; amendment #1 in 2022 added $50,000 for construction inspection. Amendment #2 requests $11,250 more to cover exceedances accumulated during construction.
Fletcher said the overrun reflects extra work not fully anticipated in initial estimates — additional traffic control coordination, approved ramp closures to expedite construction, change orders tied to new ramp construction, and extra plant‑establishment inspections — and that the amendment should carry the project through final warranty inspections. He estimated a final acceptance presentation to council in late spring or early summer and said project completion is expected in June.
After questions about the cause of the increase and the schedule, members moved to place the amendment on the Feb. 3 consent calendar with a recommendation to approve and authorize the mayor to sign; the motion passed by voice vote.
The amendment, if approved by the full council, will increase the authorized reimbursable funds for WSDOT review and inspection associated with JC1419 so the city can complete closeout and warranty tasks.
